is a fully integrated engineering, surveying, and materials testing firm
serving the greater New Mexico, Texas, and Southwest area and providing
clients with a uniquely, comprehensive perspective valuable for ensuring
quality projects. A registered New Mexico Disadvantaged Business
Enterprise (NMDOT Certificate No. 04-07-240), P&A is the only firm located
in southeastern New Mexico providing all facets of a civil design project
in-house, including planning,
funding application preparation, right-of-way services, geotechnical
investigations, design and construction engineering, monumentation, and
construction services such as management, inspection, materials testing,
and staking. Firm experience encompasses all areas of civil engineering,
from county roads and municipal streets, to highways, airfields, civil
site development, water systems, wastewater systems, parks and recreation,
and master planning. P&A's laboratory is accredited by the American
Association of State Highway and Transportation Officials (AASHTO), the
Cement and Concrete Research Laboratory (CCRL), and the Materials
